EligibilityTwo tiers — Category A (general) and Category B (urgent housing need)

Applicant household must be on the Hong Kong public rental housing (PRH) waiting list.

Household income and assets must fall within Housing Bureau transitional housing limits.

Category A

General applicants — at least 80% of units reserved for this tier

  • General applicants on the PRH waiting list for at least 3 years.
  • Households with a baby born on or after 25 October 2023 and on the PRH waiting list for at least 2 years (Priority Scheme for Newborns).

Category B

Urgent housing need — up to 20% of units reserved for this tier

  • Households living in inadequate housing (e.g. subdivided flats) or in genuine urgent need.
  • Applicants on the PRH waiting list for fewer than 3 years.

Priority given to families with children, elderly, and other vulnerable groups.

Application ProcessFour steps from application to move-in
  1. Check Eligibility

  2. Submit Application

    Contact our office or the Housing Bureau to obtain and submit the application form with supporting documents.

  3. Verification

    Applications are reviewed by the operator and the Housing Bureau; eligible households are shortlisted.

  4. Tenancy Commencement

    Sign the tenancy agreement and move in. Tenancy terms up to 24 months while awaiting public housing allocation.
